Most tools do: scanning, text recognition, editing, compressing and signing all run on your phone. Translation works offline once you have downloaded the language pack.

PageMate is free with ads and daily limits. Pro removes ads and the limits on PDF translations, summaries, merges and splits. Subscriptions renew automatically unless you cancel in Google Play at least 24 hours before the end of the current period.
